COLLECTION AND TRANSPORTATION OF HAZARDOUS WASTES

The Collection and transportation of hazardous wastes from waste generating member units to the facility be carried out by vehicles, specially designed for the safe and leakage proof transport of hazardous waste. The generators, having significant generation of hazardous waste are provided with the containers to collect and store waste at their premises.

The following must be ensured for smooth and safe transportation of wastes from generator's premises to the facility.
  • Advance intimation and confirm booking of transport vehicles
  • Ensure proper packaging
  • Ensure labeling as per Form-12 (Blank copies provided by GEPIL)
  • Ensure filled in 6 copies of Manifest as per From-13 (Blank copies sent by GEPIL along waste transport vehicle)
  • Ensure filled in TREM card as per Form -11 (Blank copies provided by GEPIL)
  • Ensure submission of relevant copy of manifest to HSPCB and rest to the driver
  • Ensure the waste characteristics similar to Finger Print Analysis
  • Ensure submission of Waste Characteristics Report
  • Ensure loading and completing the formalities within the stipulated time period

GEPIL intimate the packaging requirement for each type of waste following a finger print analysis of waste, when the industrial unit registers itself with GEPIL. GEPIL clearly convey the packaging requirement to registered unit and it is the obligation of unit to follow the same.

TREM (Transport Emergency) Card System as provided in the Hazardous Waste Rules, providing information on emergency management is followed in strict compliance. The MSDS (Material Safety Data Sheet) of chemical constituents of wastes is used for deciding actions in case of emergency. The frequent unplanned mock drills are carried out for assessing and improving the effectiveness of system.

The drivers employed by GEPIL are well qualified and trained for the safe transport of hazardous waste and be provided with communication system. The GEPIL also communicate the contact details of driver coming for the waste receipt well in advance and the driver also be given the contact details of concerned member unit. In case of normal transportation as well as in emergencies, driver is able to communicate with facility as well as relevant clients.

WASTES RECEIPT AND SELECTION OF WASTE MANAGEMENT ROUTE

While receiving the waste at the generators premises the waste to be checked for its proper packaging and labeling and if found in order, the same to be allowed for loading.

On arrival of wastes shipment at the facility entry gate, the following steps to be followed.
  • Check Manifest, TREM card and waste analysis form
  • Check PUC certificate of vehicle
  • Check whether the pre shipment analysis has already completed and the shipment scheduled.
  • Check whether the vehicle is covered.
  • Collect representative sample and perform the quick analysis and verify with finger prints for suitable parameters

Once the waste is allowed to enter the facility, each shipment is issued a job card based on the waste management decision matrix. The waste management decision matrix is in line with the regulatory requirements for not allowing the direct disposal of wastes with high moisture, high toxic and high organics into the Secured Landfill Facility. The wastes are sent for designated treatment and disposal depending upon its Finger Print and Related Waste Code.

The Job Card clearly earmarks the route for waste movement within the facility and may adopt one of the many routes of pretreatment-treatment-disposal; as shown in diagram-1

In case the quick check analysis results significantly differ from finger print analysis, GEPIL communicates with relevant member unit and convey the additional requirements, if any, for treatment and disposal to the member.

ANALYSIS OF HAZARDOUS WASTE

The analysis of waste is a very important and ongoing activity at the facility. The analysis of hazardous waste is carried out for three following purposes:

  • The finger print analysis for each type of waste, when the industry registers
  • The Quick check analysis when the waste is received
  • The waste analysis for compatibility tests and for smooth operation

The analysis of hazardous waste is essential to ensure the selection of appropriate treatment and disposal route and for ensuring smooth, efficient and safe operation of facility as per the legal requirements. The adoption of wrong treatment and disposal route may lead to serious accidents, emergency situations and irreparable damage to environment
